Chocolate is one of the most heavily reformulated products in a standard food shop. Cocoa mass and cocoa butter are the most expensive components of a chocolate bar. The most straightforward way to reduce costs is to reduce both. Replacing cocoa butter with alternative fats, and filling the gap with sugar, emulsifiers and flavour enhancers. The result is a product that can still legally be called chocolate while bearing little resemblance to what chocolate is supposed to be.

Biscuits and shortbread follow a similar pattern. Butter is expensive. Margarine and seed oils are not. The switch is rarely flagged on the front of pack.
